Formation of the system of management of the state policy concerning children in the Krasnoyarsk region in the 1990-ies

The article is devoted to the question of formation of the system of management of the policy concerning children at a regional level during the period of registration of public authorities in Russia, formation of sociopolitical system. The fundamental regional acts on the research subject are analysed. The question of distribution of powers between legislative and executive power, officials is studied, their main functions are considered.
