Shaping of social strategy as poor people life quality increase factor

Today people pay serious attention to еру issues connected with life quality increase. It especially refers to the categories of poor and marginal population as their life quality almost fully depends on the state social policy. The article conducts the research of concepts to determine the grade of population’s poverty and these concepts can later become the basis for developing the state strategy to provide the lower-income category of the RF population with a minimum service set. The article also offers approaches for state financing of providing socially important domestic services to a lower-income population category and mechanisms to realize these approaches in the RF constituent territories.
