The article deals with the development of the organizational and legal framework of minors' offenses prevention by the Soviet government in the initial period of its functioning (1918 - second half of the 1920-s). It is emphasized that the government paid considerable attention to this area of activities, given that the post-revolution devastation and the Civil War led to the sharp increase in the number of street children. The author analyses the relevant legal acts adopted in the field of public relations.
