The formation of “growth points” as a tool of the policy of spatial development of the Russian economy

The work over the system of documents, relating to the “spatial slice” of the strategic planning, has greatly enriched the ideas, concerning the instruments of spatial regulation of the economy, made it possible to carry out their classification and to specify the target function of each of these tools according to the concrete circumstances of different types of Russian regions. In this connection, it is extremely important to ensure flexible utilization of such an instrument of this policy as “growth points”. However, the task of improving branch and spatial structure of the Russian economy cannot be solved only via the growing number and variety of “growth points”, which at present chiefly act in the status of the various territorial “development institutions”. The accumulated positive and negative experience indicates the need of flexible implementation of these “points of growth”, objective function and mechanisms of which should be correlated with the development priorities for economically different types of regions. The main approaches to this task should be proposed in the Strategy of spatial development of the Russian economy, which is designed to provide the classification of “points of growth”, principles of their localization, consistent with the specifics and strategic priorities of economic and social development of individual regions and macro-regions of Russia.
