The article deals with the issues of tourism development. On the basis of modern tourism conceptual framework the author proposes a model of tourism activities. The factors which affect the formation of the territorial recreation systems, tourist cluster, tourist destinations are considered in the paper, and the relationship of the factors affecting the formation of tourist destinations is formulated herein
