The strategy of socio-economic development of the Russian Federation has taken a course to increase the competitiveness of both the Russian economy as a whole and the economy of individual regions. The primary role in the implementation of this course is played by industry. To grow it, tools are needed that allow to systematically regulate measures to support industry and ensure the development of its industries, since the functioning of a competitive industry is a prerequisite for the emergence of new innovative industries and forms of organization of production. Such tools are industrial (industrial) parks and industrial clusters. The article is aimed at consideration of two basic forms of territorial development of industry - industrial (industrial) parks and industrial clusters (forestry and oil and gas), which contribute to the implementation of large investment projects, the development of innovative potential, the development of other economic activities, small and medium-sized businesses, import substitution.
