The paper discusses the forms of interaction between the state and business in the era of the initial accumulation of capital. The thesis is advanced that the support of the bourgeoisie by the state was far from always class-determined. In the pre-industrial era, the efforts of the monarchical state in the direction of economic and political development worked for the public interest, forming adequate answers to the challenges of the time. Subsequently, the evolution of the bourgeoisie as a social group leads to the formation of a “class for itself,” with clearly defined interests and group ideology. This consolidation allowed large capitalist owners to claim political power, the result of which was the formation of a bourgeois state, based mainly on republican institutions. The guidelines of such a state were aimed at all kinds of assistance to capitalist development, and the forms of its participation were largely determined by bourgeois leaders. The main goal was the capitalist development of the economy, while exacerbations of the social issue were perceived as inevitable costs.
