Factions of the CPSU(b) as bodies of party control over the activities of the executive committees in the mid-1920-1930-ies (based on materials of the mining districts of the Chelyabinsk region)

The relationship between the party and Soviet authorities in the 20-30s of the XX century and the transformation of the latter into an Executive mechanism for the implementation of party decisions is one of the most discussed topics in domestic and foreign historiography. However, in our opinion, the role of the Executive Committee factions of the CPSU (b) in this process has not been fully investigated in historical science. Therefore, this article attempts to study the experience of the factions of the CPSU (b) (since 1934 - party groups) in the elected Soviet bodies “grassroots”, reveals the main directions of their activities and the mechanism of influence on the functioning of the Soviet authorities. The experience gained by the party bodies on the ground in the 20-30s, when the USSR was undergoing profound socio-economic and political transformations, is today of not only theoretical but also practical interest.
