Functionality and responsibility of Russian governors: a comparative analysis of KPIs before and after the start of special military operation

In the article, the author examines a comparative analysis of the KPIs of Russian regional governors based on an analysis of the indicators for 2021 and 2024, which were approved by presidential decrees in 2021 and 2024. KPIs for the effectiveness of governors have been used by the federal center to analyze the effectiveness of governors since 2007 as part of the assessment of the governors' fulfillment of the main national development goals of the Russian Federation. The author conducts a comparative analysis of the KPIs of the governors of Russian regions in the period before and after the start of the special military operation as part of an analysis of trends in the quality of the federal center's assessment of the effectiveness of governance of subjects and their powers.
