The article provides a structured review of the packages of sanctions imposed by unfriendly states against Russia and their impact on industrial production. The authors for the first time considered the influence of destructive factors of containment of the Russian economy on the functioning of an industrial cluster on the example of the "Industrial Cluster of the Republic of Tatarstan", which is the largest in the Russian Federation. The analysis of the activities of the largest anchor enterprises of the "Industrial Cluster of the Republic of Tatarstan" was carried out, which allowed to identify a number of problems faced by the cluster under the conditions of sanctions pressure. It was also revealed that the enterprises included in the cluster quickly adapted to economic and political challenges, which was facilitated by their entry into the Industrial Cluster, whose participants are provided with a number of preferences at the federal level. The cluster management also helped to reorient itself to new sales markets and debug new logistics chains in the shortest possible time. Despite the sanctions pressure exerted on the enterprises of the Industrial Cluster of the Republic of Tatarstan, today the cluster is the coordinator of the strategic federal project on import substitution of production facilities.
