Further improvement of the activities of the self-governing bodies in the “the strategy of action” and the problems of youth upbringing

• 2.    Nowadays, in some places, the solving fairly and success fully the most important problems of civil on time, we all know well that now the influence and importance of makhalla system is increasing in protecting their benefits. The contribution of makhalla in solving problems which are connected with spiritual and moral upbringing of population , especially young generation, presiding social branch to be function effectively, keeping the order and safety of community in pieces. Is growing absolutely therefore, the upgrading the legal base of makhalla, enlarging authorities and mechanisms of its running active beneficially are staying as the most priority assignment. First of all in early days of independent the rights

of self-governing bodies are noted in the first time in the constitution of the independent republic of Uzbekistan (XXI – section 99-105 clauses)

• a)    According to the decree of president of the republic of Uzbekistan in 1992 September 12, the (Fond of makhalla) Was established in our country. The order of ministry about the problems of establishing. • d)    According to the world experience in Parliaments the committee of democratic institutions and self-governing bodies are established for the first time in Oliy Majlis.

• 3 .It is significant that the spiritual world of family embodies respecting each other , estimating, cooperation, reconciliation, affection, mercy, humanity, being patient, generosity, nobleness, respect for the old, politeness for the young, like these spiritual traditions in family itself. Estimating like these spiritual traditions and acting them in the family create like spiritual atmosphere and climate which is essential for forming the soft pure mind and soul of young generations. In the strategy of actions with cooperation “Makhalla” fund , women committee , “Oila” scientific centre, the spiritually and education centre of republic, in the aim of

  increasing the parents pedagogical culture with the duty and responsibility of bringing up the young” producing new hand books and visual materials for the using of “Ota-onalar instituti”. To increase the parents responsibility in the young’s’ upbringing branch is appointed to help for the active staffs and the actives. As acting of this program in Amudarya district in 2017 November 30, in small governmental hall the seminar under the theme “the role of citizens’ selfgoverning organs in supporting family institution AND FAMILY CUSTOMS ”was held for the representatives of “Ota-onalar instituti”, “The university of parents” community system. We can give so many examples like these. Citizens’ self-governing organs differ from state and social organizations which have detached status in protecting the freedom and rights of youths, providing the youth’s active participation in governing the works of society and also bringing up the next generation in terms spiritual and moral sides. In current day, makhalla is the practical actions symbol of “From strong country towards strong civil citizens” principle in our country, to strengthen our spiritual life a newly, to form modernly thinking and thought of young generation is becoming extremely important.

According to the conception about in our country during a newly the democratic reforms and developing civil society which was approved by Islam Karimov in November, 2010, accepted in new edition about “Citizens’ self -governing bodies in 2013 April 23 the law about” election of oksakols and their councils of citizens’ meeting “accepted by the president of the republic Uzbekistan in 2017 February 7 “actions to refine a newly Makhalla institutions (3) also “strategy of actions in developing of the republic of Uzbekistan” orders cause to reach the new peak of the activity of “Makhalla” donation funds in Uzbekistan. It was obviously that in 1993 was worked on “Family makhalla – school cooperation conception. It is essential that the most principal target of Family Makhalla – school cooperation is that creating healthy atmosphere in the family parents’ modeling every sided for children, to form and growing children’s love for homeland and family traditions , providing to grow as high spiritual person , making creation social and financial atmosphere for children’s being spiritual healthy and physically strong. It is consisted of discussing the necessary problems and being cooperated by active people of makhalla with educational organs during the process of education being active to find solution for them and supporting the process of family upbringing.

Parents having enough knowledge and experience are considered the guarantee of stable family and in this family growing healthy and versatility, perfect children.

In the term, family is the part of makhalla will be happening positive, negative social economical and cultural processes influence the developing of it. Healthy environment in the family is the guarantee of forming nigh qualities in youths. Particularly youths can learn some lessons which are connected with family life from parents life, the environment of living themselves in the family in addition neighbors’ and makhallas. Every one of family members has own certain outlook and in the result of close attitudes, conversation among them, peculiars spiritual climate appears in the family.

For it is proof, nowadays some commissions run their activity in every makhallas, they are followings:

• - reconciling commission;

• - spirituality and education commission;

• - social supporting commission/the commission of supporting socially;

• - the commission on youths, juveniles;

• - the commission on developing trade and family business;

• - the commission on protecting ecology and nature, keeping clean and growing plants;

• - the commission on protecting customers’ rights and community control.

The problems which are connected with the makhalla’s spirituality are belong to whole nations’ spirituality healthy lifestyle, the active of youth is expressed in makhalla and its protection. The self –governing bodies is considered the rare method to control and its best way.

About 10000 makhallas”ota-ona universiteti “ “university of parents” are established to increase parents’ lawful, spiritual, moral, physical knowledge responsibility, experience in bringing up children to grow youths’ spiritual skills in makhallas “Fathers’ school”, “Mothers’ school” seminars are organized and the party and meeting are being organized with writers, scientes, psychologists, poets, aksakals under the theme “The donation of spirituality”.

In the strategy action with cooperation Uzbekistan youth union, women committee, health care ministry, high and secondary school ministry and “Makhalla” fund increasing the youths’ medical culture, explaining positive sides of examining .

• 5.    In increasing (enhancing) the spiritual capacity of the youth the role of patriotism should be painted out importantly .In Makhalla named Abdulla Khadiriy in Uchtepa district in Tashkent city a group of interior service persons held meeting with active people in makhalla and pupil youth on 2 November 2017 year .In the meeting named “Patriotism- begins from Makhalla” interior service persons and the honories made speech about achievements on interior branch in our country, being created changes and being newly created conditions.

According to decree “About measures to perfect Makhalla institutions”, Introducing the chairperson’s youth adviser in the citizens’ assembly puts forward important task for preventing inspectors. Now they are personally responsible for enhancing cooperation with public organizations, promoting a healthy lifestyle among the youth, improving attendance and quality of education and achieving high results in working with non-united youth. On august 30 2017 the ministry of Interior Affairs initiated a press conference on the prevention of offenses :implementation of priority tasks at the ministry of culture.The event was attended by representatives of the Ministries of Hogher and Secondary Special Education, Public Education Healtheare the Makhalla Fund and the Media Shavkat Javlonov, First Deputy Chairman of the republican Coordinating counut on the activities of self governance bodies, announced the organization of the first unorganized youth club in Tashkent at the International Press Club’s meeting held on August 30,2017.This club has invited a staffing agency, banks external migration agency representativies and unorganized youth aged 18 to 30, uneducated and unemployed young people. No membership card is required for membership. 277 billion soums were allocated by the state to the club for practical assistance to ununited youth each member of the club has the right to receire a loan of 15 million soums for the establishment of private production through the signative of the chairmen of the makhalla.

In the makhallas the essence of questions such as “who we were yesterday”, who should we be tomorrow and what new goals should we achieve in raising the spiritual potential of young people within the framework of the family – makhalla – educational institution and (prapagandistic) actiwities are being organized. In addition, a workshop on “issues of improving the interaction of the makhalla and the family in upbringing the youth in the spirit of respect for parents and the elderly”, “Being worthy of the elderly”, “Regional competitions and the “respect for the elderly is a great value” republican forum serves to raise the spiritual potential of young people.

Above all, it should be noted that all, first and foremost, our young people must clearly understand the truth: to bring a logical outcome to our new life in our country, to build a important proof of our history “the give up on that path”. There fore, it is important to further improve the activities of self – governing bodies in the action strategy and to study the problems of the youth education. We must not forget that independence, today’s free life a great and unique blessing in the history of every nation and every generation.
