Gender culture as a factor of gender policy implementation in Russia

The article analyzes gender culture in Russian society and its impact on the gender policy. Achieving this goal involves socio-historical, structural, and gender approaches that can trace a brief history of gender policy in the Russian Federation, examine the inner content of gender culture, and the specifics of gender relations in modern Russian society. It is reported that a certain gender culture, on the one hand, influences the state’s gender policy, and, on the other hand, can act as its object, contributing to the transformation of gender relations making them more egalitarian. To achieve gender equality, the state should act in three key areas in the field of gender culture - a block of activities, socially significant knowledge and its transmission. As a result, well-thought-out practical measures for implementation of the gender equality policy will influence the public opinion. They will facilitate the transition from traditional to egalitarian ideas and lead to more advanced opportunities for self-actualization of men and women in the modern society. The conclusions made in this paper can be useful in developing priority directions of the state social and cultural policy towards achieving gender equality as well in teaching gender courses.
