Genesis of formation and development of the economic component of local government

Article is devoted to historical aspect of process of formation of local government in Russia. The periodization reflecting the main milestones of development not only local government in general is shown but also to its economic component. It is revealed that the local government remains the new social and legal phenomenon now, in the investigation of what separate questions, are fixed at the insufficient level or did not find reflection in the legislation at all that causes need of improvement of scientific approach and practice of use of legislative rules for the purpose of ensuring independence of local self-government institutions.
