Genesis of legal regulation of multimodal transportation

This article examines the development of legal regulation of multimodal transport. It examines the provisions on the carrier’s liability according UN Convention on International Multimodal Transport of Goods 1980 and the reasons why this convention was not ratified. The next step is a brief analysis of the UNCTAD/ICC Rules on Multimodal Transport Documents. The issue of legal regulation in individual states is addressed, and approaches to determining the liability of the multimodal transport operator in the legislation of Germany and the Russian Federation are given. Special attention is paid to doctrinal positions regarding the principles of constructing the operator’s liability in multimodal transport. As a result, it is concluded that a qualitative breakthrough should not be expected in the near future in improving the legal regulation of multimodal transport at the international level, but at the same time, an important result has been achieved at the national level, which is the adoption of a special law regulating multimodal transport.
