Genesis, development and features of the institute of regional human rights commissioners in the Russian Federation

The article is devoted to the history of the formation and analysis of the legal status of regional commissioners in the Russian Federation. The authors note the main legislative and law enforcement problems of the functioning of the institute of regional ombudsmen, make proposals to improve its legal regulation. It is concluded that the emergence of the institute of regional ombudsmen in Russia is a natural phenomenon. This institution is an effective and necessary link of the human rights system, its role in modern conditions is increasing.
