Germany and security transformation processes: “Agenda of the future” by Annalena Baerbock

The paper continues a series of publications that analyze the German political elite's approaches to security, current challenges and processes that the Federal Republic of Germany is addressing at the stage of transformation of the European and global security systems. The scientific novelty of the research lies in the study of the reform agenda proposed by Annalena Baerbock, Germany's Federal Minister for Foreign Affairs, representing the Green Party. The practical significance of the paper is in determining the impact of this “agenda of the future” on the prospects for cooperation in Europe. The article contains a brief description of the five areas of reform, provides a rationale for Baerbock's understanding of the security context, and emphasizes her refusal to distinguish between internal and external security challenges. Particular attention is paid to the contradictions of the simultaneous implementation of different reforms. It is concluded that the difficulties associated with the ongoing reforms in Germany contribute to strengthening the image of an external enemy and become an additional obstacle to mutual understanding. By virtue of the subject matter, the paper dispenses with theoretical significance.
