Germany and transformation processes in security: the response to the Turkish challenge

The paper continues a series of studies on current approaches of the German political elite to transforming security in the Federal Republic of Germany, the challenges faced by the FRG in this regard and their consequences. The novelty of the study is to explore the content of the so-called Munich consensus discussed in speeches by the then Federal President Joachim Gauck, German Foreign Minister Frank-Walter Steinmeier, and Federal Minister of Defense Ursula von der Leyen at the Munich Security Conference in 2014. The Munich consensus deals with Germany’s consent to be active in the world. The response of the current German government coalition to Turkey’s Operation Peace Spring in Syria, dubbed the ‘Turkish Challenge’ by the author, gives an opportunity to describe today’s search for a foreign policy consensus in more detail and put forward recommendations for Russian foreign policy. Because of the analyzing facts, the theoretical aspect of the study does not play a major role.
