Flexible Technologies in Public Administration: a Transitional Integration Model

The article examines the possibilities for integrating agile management technologies into the public sector of the Russian Federation. The research aims to develop a conceptual model that ensures balanced implementation of adaptive methodologies while maintaining regulatory compliance. The study employs methods of systems analysis, comparative analysis of traditional and agile approaches, as well as empirical verification of the proposed situational design model in experimental projects. The research results demonstrate significant potential of agile technologies for optimizing public administration: reducing project implementation timeframes by 30%, decreasing budget costs by 18%, and improving target achievement by 21%. The developed three-level system of recommendations (strategic, tactical, and operational levels) creates a methodological foundation for the systemic transformation of management practices in the public sector.
