Head of local administration in the system of local self-government: from unity of management to collegiality?

The article deals with the status characteristics of the head of the local administration of the municipality. The norms of legislative acts, the draft of a new law on local self-government, scientific works on the issues under study are analyzed. It is noted that in the current legislation the head of the local administration, if his functions are not performed by the head of the municipality, does not have a sufficient mandate of voters' confidence with great powers and at the same time manages the local administration on the basis of the principle of unity of command. The author's proposals for improving the status of the head of the local administration are substantiated, including the use of the principle of collegiality.
