From the moment of formation of the republic a noticeable increase in the whole urban population took place which growth was clearly uneven in its process. This phenomenon is explained by the beginning of intensive restoration of the whole economy and creation of basic ground for industry, and these reasons caused a big inflow of the population to the cities. The growth of the urban population at that time was considerably concerned with intensive withdrawal of villagers to earnings. If in the conditions of 1917-1922 the migration of the population from the cities of Buryatia increased, then in the period from 1923 to 1939 (because of the modernization activities held in economy) it was the period of withdrawal increase from the village to the city. However it should be noted that a systematic record of settlers was not performed, that is why it could be supposed that the rapid growth of the urban population was caused by migration. On the other hand, prior to the beginning of the 30s of the XXth century the tendency to decrease the number of persons - freelancers, groups of unemployed and declassed elements was outlined. The direction and rates of changes in the number of separate classes, social groups and groups of amateur urban population from the 1920s to the 1930s were different: for some classes and social groups the increase in number was characteristic, for others, on the contrary, sharp decrease was characteristic.
