Municipal Governance of the Khilok City at the Current Stage

The article is dedicated to a comprehensive analysis of the municipal governance sys-tem of the urban settlement of Khilok in the Transbaikal territory at the present stage. The relevance of the study is determined by the need for local self-government bod-ies to adapt to dynamically changing socioeconomic conditions and legislation. The study is based on federal and regional legislation and the Charter of the urban settle-ment, adopted in 2023 on their basis. The article examines in detail the organizational structure of local government bodies and the broad scope of their powers in address-ing local issues, ranging from budgeting to environmental management. Special atten-tion is given to the financial support of government activities. Based on the 2025 budget data, a key issue is identified: a high dependence on intergovernmental trans-fers (approximately 60% of revenues), indicating insufficient financial autonomy of the municipality. A separate section addresses the forms of citizen participation in municipal governance as provided by the Charter. The conclusion outlines directions for improving the governance system, the implementation of which is deemed essen-tial for ensuring the sustainable development of Khilok and improving the quality of life for its residents.
