State cadastral assessment. Challenging the cadastral value in 2023

This article discusses the procedure for conducting the state cadastral valuation of real estate at the present stage of development of the Russian Federation. The relevance of the chosen topic is confirmed by the fact that the state cadastral valuation, in accordance with the legislation of the Russian Federation, is carried out simultaneously on all types of real estate recorded in the Unified State Register of Real Estate, territorially belonging to one of the regions of Russia. Such objects include buildings, various structures, unfinished structures, parking spaces and land plots. The cadastral valuation is a permanent procedure, the decision on which is made by the executive and administrative bodies in the regions of the country. The frequency of the state cadastral valuation depends on the type of real estate and the specifics of the legislative framework in each individual region. State financial institutions determine the value of real estate for all objects included in the list of a number of addresses subject to assessment, in accordance with methodological developments for the state cadastral valuation. The article also considers the procedure for challenging the state cadastral valuation. In accordance with the law, the price of real estate set by the state must accurately reflect the level of prices on the market. However, methods approved at the state level use a general concept, which can lead to a deviation of the price of real estate set by the state from the market price. If there is a disagreement with the price of real estate set by the state, then it can be challenged.
