The state's scientific and educational policy: new reality

The study defines the content of the state’s scientific and educational policy as a system of principles and means of strengthening and developing the research, methodological, pedagogical, informational, cultural and educational components of Russian education and establishes the main areas of its manifestation and development. The realization of the state scientific and educational policies is related with ensuring the right of choice in education relates; with the creation of the necessary conditions in which it becomes possible to personal fulfillment, the development of individual abilities, providing the right choice of forms of education, forms of education, institutions implementing educational activities, the direction of education within the specified General education system, as well as providing faculty the beans of freedom in the choice of forms of training, methods of training and education. It is based on ensuring the right to education according to the needs of the individual; the necessity of considering the educational system to the level of training, characteristics of development, abilities and interests of students; on the democratic nature of education management, the lack of limitations and healthy competition in the field of education. The actualization of the concept of state scientific and educational policies caused by political, social, economic transformations in modern Russia, modernization of the state apparatus and complication management relations. The importance of implementing higher education in close cooperation with scientific potential and information and technical innovations is pointed out. In this regard, the qualitative characteristics of the development of Russian society and the rule of law depend on the relevance and complexity of the internal model of higher education and science.
