National research and development policy and higher school of the Russian Federation in the context of the presidential addresses to the Federal Assembly of the Russian Federation

The article is focused on the problem of changing the priorities of the state science and technology policy of the Russian Federation. The relevance of the issues under consideration is especially growing in recent years in the context of sanctions pressure on the Russian economy in general and on its knowledge-intensive industries in particular. The authors use content analysis as a key method of research, the object of which are the texts of the last three presidential addresses to the Federal Assembly. As a result, the authors ascertain the increasing attention to the problems of domestic science, including fundamental science, on the part of the head of state, highlight the key emphases in the presidential messages on the issues of training of scientific personnel, financing of fundamental research, attracting young researchers to science, etc. Besides, the article highlights a number of problems that are objectively inherent in the domestic scientific and technological system, but are not directly mentioned in the presidential addresses.
