State scientific and technical policy of the Russian Federation at the present stage

The article is dedicated to the question of elaboration and realization of state scientific and technical policy in modern Russia, and particularly to different social and political institutions involved in these processes. The author marks some tendencies which characterize modern situation in the state scientific and technical policy both in Russia and in foreign countries. The author pays attention to such institutes as state, political parties and some non-partial political institutes. He underlines that ability of political parties to influence this process is seriously limited. Moreover, the resource of parliamentary parties is not used completely. As for non-partial political institutes, their participation in the processes of elaboration of state scientific and technical policy usually turns to some formal procedures. As a result, the Russian government elaborates official scientific and technical policy without any civil society. The article concludes that the character of institutional sphere of state scientific and technical policy is connected with the governmental approach to elaboration of its priorities.
