At present, the economy of the Russian Federation is subject to the influence of various economic and political factors. In particular, they include international economic sanctions imposed by the United States and supported by a number of EU countries. International economic sanctions have had a great influence on the modern banking system of Russia, which includes the Bank of Russia, commercial banks, non-bank credit organizations and representative offices of foreign banks. The following banks fell under the negative influence of these restrictive measures: Sberbank, VTB, Gazprombank, Vnesheconombank, Rosselkhozbank, etc. These largest banks were in conditions of instability and uncertainty. That is why today it is important to find a regulatory path that will allow to form a civilized banking competition - which is the key to the stability of the banking system. Competition is a motivational lever that effectively affects the entire banking sector. State authorities should competently determine the optimal level of interbank competition and subsequently coordinate it by means of state and non-state regulation. Banking systems of all countries are assigned a certain concept. So today, the concept of "competition-vulnerability" prevails in the Russian banking system. That is why, in order to increase the stability of the banking system, the consolidation of small and medium-sized commercial banks is recommended. In addition, the development of competition between a sufficiently large number of banks, as a rule, leads to an improvement in the quality of services provided by banking institutions and the expansion of the product range. This article discusses the concepts of sanctions, competition, sustainability and interbank competition; the interrelation of the above terms is defined; the influence of international economic sanctions on the banking system of Russia and the banks that have come under influence; in accordance with the data of rating agencies, stability and competition in the banking system of the Russian Federation were determined; ways of state and non-state influence on banks were identified; the strengths and weaknesses of the Russian banking sector in accordance with the BICRA indicator were defined; The state program on concessional lending to agricultural producers through banking institutions was considered.
