State centralization of librarianship policy in the first Soviet authority years

In article investigated the implementation of Lenin’s library policy in the first soviet years. We show main reasons of library activity changes. Management library documents are listed and analyzed. We revealed it’s flaws and limitations. Undemocratic, administrative approach to policy making is proved. We note lack of material, finance and human resources for affective library construction implementation. We presented the real centralization policy results in library practice 1920-1921.
