State policy of the cluster development in the Russian Federation

The article deals with the concept of a cluster, its specific characteristics, which distinguish it from other forms of production. The innovative focus of the cluster and its role in the regional economic policy is revealed. The analysis of the state policy in the field of cluster development is carried out. Normative legal documents regulating the development of innovative clusters in the Russian Federation are considered in the article. The authors analyze the dynamics of formation and sectoral structure of the industrial clusters in the Russian Federation. The characteristic of innovative territorial and industrial clusters is given, their common and distinctive features are revealed. Strategic directions of the development of the cluster policy are _ formulated.
