The article discusses the features, the main actions of state power in the formation and implementation of food policy in the Russian Empire in the second half of the XIX century. The government’s efforts to combat hunger in this period of history are characterized by a systematic and clearly formulated policy, which made it possible to solve the problems of providing the population with grain and bread in combination with other problems.
