State policy for the prevention of juvenile delinquency in the People's Republic of China

The state policy of the People’s Republic of China in the period from 1991 to 2021, carried out to prevent juvenile delinquency is considered in the article. The analysis of the causes and conditions of juvenile delinquency carried out by Chinese criminologists is shown. The legislative basis of the state activities aimed at preventing juvenile delinquency as well as protecting their rights and interests is examined. The main objectives of China’s state policy in the area of juvenile delinquency prevention are safeguarding mental and physical health, improving moral and intelligence, responsibility and discipline of the younger generation. The pronounced «priority of educational measures over the use of punishment» indicates the humanistic orientation of China’s policy towards juvenile offenders. It is concluded that effective prevention of juvenile delinquency is the result of a comprehensive state policy in this area.
