State policy of the Russian Federation in the sphere of managers training: specific features and results (1991-2010)

The article is concerned with a process of the highly qualified state and municipal managers’ training development in Russia in 1990 - 2000. The author considers role of the academies of the civil service led by the Russian Presidential Academy of National Economy and Public Administration and other universities in implementation of the personnel policy of Russia and federal subjects of the Russian Federation. Development of the administrative education is analyzed in the context of socioeconomic modernization of the civil society formation.
