The paper defined the leading role of government in the innovative development of the country. The state creates the mechanisms regulating this sector through the development of innovation infrastructure, promoting the effectiveness of innovative processes, improving the regulatory framework that determines the incentives for innovation. The article discusses public and private partnerships as a mechanism for the development of innovation activity in Russia.
