National out-of-school education policies during the 1920s-1930s period

The system of extracurricular education, which became the successor of out-of-school activities after the breakup of the Soviet Union, is currently being improved. This factor determines the importance of historical experience in the formation and the development of the national out-of-school institution system. After establishing the Soviet regime, the out-of-school education system was changed: a network of pioneer clubs and centers was created, a number of new out-of-school institutions were founded and the theory of extracurricular children's activity-related pedagogics was updated and elaborated. During the Soviet period, extracurricular activities attain a national status with gradually forming regulatory framework. Theoretical and practical support provided by leading public education experts played a major role in the formation and the development of the extracurricular activity system. All of this makes out-of-school institutions for children an effective element of the social education system. The extracurricular education system was at the stage of search and formation during the early years of the Soviet regime. The theoretical aspect of pedagogical process was rapidly developing and the scientific and methodological basis for out-of-school movement was being justified. Later, the basic types of national out-of-school institutions were established and their organizational and governmental management structure was formed. Out-of-school education and activities become an integral part of pedagogical and educational processes.
