State program "Digital economy of the Russian Federation": regionals readiness analysis

In the Russian Federation, the state program «Digital Economy» has been adopted, the aim of which is to accelerate the digital transformation of the economy through the introduction of modern digital technologies. The article examines the key factors that create obstacles to the implementation of activities included in the Program’s roadmap. It is shown that, although, on the one hand, as a whole, the institutional environment in the Russian economy is very favorable for the introduction of digital technologies, but on the other hand, the possibilities of the regions are largely heterogeneous. The analysis made it possible to identify regional inequality both in terms of the information and communication solutions used (technological inequality) and in terms of the availability of personnel with the necessary qualifications (personnel inequality). It has been established that in modern conditions personnel qualifications inequality carries significant risks. Addressing this problem should be a key objective of the country's regional development strategy.
