State Regional Policy in Russia and Innovation: Shifting Priorities

The article examines the role of innovation in regional economic development and the need to shift priorities in the implementation of Russia’s regional policy. It substantiates the distinction between the stages during which a competitive regional policy model was formed and implemented, with the aim of attracting investors who were expected to transfer advanced technologies to the Russian economy. The current stage is associated with achieving the goals of technological sovereignty outlined by decrees of the President of the Russian Federation. This requires considering innovation in state regional policy as the reasons, goals, and methods for its implementation. It also substantiates the need to adjust strategic planning documents and improve the alignment of sectoral strategies with regional socioeconomic development strategies.
