State regional policy under uncertainty: the practice of the Ural federal district

The observed trends in optimizing the management systems of the constituent entities of the Russian Federation under conditions of uncertainty reinforce the need for the formation of a methodological approach and instrumental apparatus for assessing the consequences of the implementation of investment projects for the regional economic system. The authors consider the directions of state policy for the development of the regions of the Ural Federal District, reveal the need for its improvement, in particular, by finalizing the system for evaluating and selecting investment projects for state support, taking into account Russian and foreign methodological approaches to assessing their effectiveness. The methodological basis of the study was formed in the light of a content analysis of scientific research and economic and statistical data characterizing the trends and tendencies of the investment policy of the subjects of the Ural Federal District. The authors have developed recommendations for eliminating current problems in order to increase the effectiveness of state policy and enhance its participation in solving regional development priorities.
