The state service as an object of administrative reform

The article deals with some questions of the social potential management in the sphere of civil service as a main object of the administrative reform in the Russian Federation. It is noted that the reform has focused on the labour potential, while the civil service has a special institutional potential which depends on degree of its legitimacy in a society. The author emphasizes that the subsequent reformation should be aimed at improvement of organizational, cultural and psychological potential of this institution.
