State housing policy in the towns of Buryatia in the 1960s - 1970s: specific features and outcomes

During the period of 1960s-1970s some changes occurred in the implementation of the state housing policy. It also referred to the towns of Buryatia, such as Ulan-Ude, Gusinoozersk, Zakamensk, Kyakhta and Babushkin. The increase in capital investment into the urban residential construction, creation of the industrial foundation of house-building industry and universal implementation of typical designs of residential buildings enabled to considerably expand the amount of annually commissioned residential floor area. It was a period of mass housing development of the city of Ulan-Ude, which by then already possessed some industrial experience, as well as new industrial centers. State and cooperative house-building were the dominant kinds of residential construction of the period while individual building was significantly shrinking. Despite the growth of the housing stock at an average housing per capita remained rather low and there still was deficit of available housing. Among the acute problems there were an insufficient degree of housing improvement, unsatisfactory quality of the commissioned housing, absence of well-thought-out infrastructure and bore of the urban landscape.
