Public-private partnerships as a tool for the implementation of social programs

The article deals with the use of PPPs as a means of addressing social projects and social programs in the Samara region. The need for the municipalities in the implementation of a number of capital-intensive, long-term and difficult to manage projects requiring significant interaction between the state and the private sector. The transition from a predominantly budget financing program for financing on the basis of the organization public-private partnership. PPP is regarded as one of the promising areas to attract investors in the Samara region. The article presents favorable conditions for investment in the Samara region, a summary of the investment policy of the province. It introduces the basic tools of regulation of the investment process and supporting investment projects in Samara region at various stages of implementation.
