Public-private partnership as an economic tool for the development of health care of the Kyrgyz Republic

This article discusses the features, mechanisms and problems of public-private partnership in the Kyrgyz Republic as an economic tool for the development of health care, as well as the regulatory framework. In the development of the health care system of the Kyrgyz Republic, the emphasis is primarily on attracting private investment. The health of the population directly affects the socio-economic development of the country, and its provision is a strategic priority for the state. In this regard, in the republic, the state is actively working to create a favorable investment climate, improve the regulatory framework and the system of state guarantees that increase the interest of private business in the implementation of projects within the framework of public-private partnership. There are specific problems that are characteristic of the Kyrgyz economy: an incomplete policy of reforming the industry over the years; poor quality of state management, low technological equipment; very old worn buildings, over 80%; a common shadow economy; red tape; not effective health insurance; more than 70% of the population of our country is not satisfied with the quality of medical care. The increase in private investment in health can be achieved through the active use of public-private partnerships that will improve the quality of health services and improve the health care system. Increasing the use of resources in dental health care institutions through public-private partnership contributes to improving the circulation of the population and the availability of dental care, improving the quality of prevention and treatment of dental diseases of the population as part of the implementation of the program of state guarantees for the provision of medical care. Public-private partnership, being an effective economic tool, ensures the coincidence of the interests of private business in medicine and the state, makes it possible to make profits for both entities, reducing the costs of the state budget for health care and maintaining the high quality of resource support and medical services.
