Public-private partnership as a mechanism for ensuring national security: the history of development in the Russian Federation and current trends

The article is devoted to the analysis of the interaction between the state and the private sector in the field of national security. The author examines the historical significance of the state's monopoly on border protection and argues that in modern conditions it is important to involve private companies in the production of products for the military-industrial complex (MIC). The article discusses in detail the forms of public-private partnership, starting with the Decree of the President of the Russian Federation in 2012, which created the legal conditions for private business to participate in the defense industry. Arguments are made in favor of the fact that this partnership contributes to innovation, efficiency improvement and financial stability in the defense industry. It is important, however, that in such cooperation, public interests retain priority over private ones, which requires a structural approach in monitoring the activities of private companies.
