Public-private partnership: institutional background and trends in the Republic of Belarus

The paper studies trends in the development of the Institute of Public-Private Partnership in the Republic of Belarus on the basis of the clarification of the conceptual apparatus of public-private partnerships and research institutional preconditions. The subject of the research is the relationship of public- private partnership. The conceptual framework of public-private partnership (PPP) is improved, structured and ordered in the article, including the nature, features, model of the interaction of public and private sector, composition of the PPP, the concept of public-private in innovation, the advantages and disadvantages of public- private partnerships for public and private sector. The reasons of public-private partnership in Belarus are researched, the participants of the institutional environment for the development of PPP in the Republic of Belarus are identified, the analysis of the legislation in the field of public-private partnerships is conducted. The problems associated with the implementation of public-private partnership in Belarus are revealed and the ways of solving them are defined, the development directions of the institute of public- private partnership in the Republic of Belarus are formulated. The obtained results can be used by government to develop a strategy of public-private partnership in the Republic of Belarus, as well as for materials training to facilitate, promote and disseminate knowledge of PPP and conducting activities to improve partners'' trust and show initiative from the private sector in the implementation of joint projects.
