The article deals with the peculiarities of the formation of state policy towards religion in the period of 1980-1990 years. Author gives characteristics of the main periods of this type of policy, examines laws, scientific literature, newspaper articles and archival documents. Particular emphasis is placed on regional component, events in the religious life in Chelyabinsk city and Chelyabinsk origin.
