State legal regulatory policy of ethnic and social relations

The study deals with legal regulation of ethnic and social relations due to the complexity of minimizing risks of ethnic conflicts. In the multi-ethnic regions of Russia, human rights are directly related to the ethnic and social processes; there is a situation of a legal, political, intellectual conflict on the basis of the relation between ethnic group rights, human rights, and citizen rights. The exercise of third-generation human rights or collective rights can update the regional ethnic conflicts over the representation of ethnic minorities in government, the establishment of municipalities with an ethnic component, the ethnic competition on regional labor markets, and the use of ethnic factor in the electoral process. These problems suggest the need for an integrated political and legal impact, the implementation of the positive managerial practices in ethnic and social policy.
