State regulation of agricultural enterprises machine-tractor fleet updates in samara region

The article analyzes the situation with the machines and tractors update in the Samara region, and discusses the state support role in this process. Agriculture is on ways increasing the intensification and mechanization production, reducing the manual labor and employment share. The main purpose of this work - to determine the agricultural enterprises updating the machine-tractor fleet economic mechanism features in Samara region. At the same time the tasks were solved: to reveal the machinery renewal economic mechanism features in the region agribusiness; identify the main factors influencing the size and direction of the equipment purchase; to analyze the effectiveness of state support for the mechanization means acquisition. The tractors number in 2005 decreased by 50.5%, combine harvesters - 55%, fodder - to 60%. At the same time power supply on 100 hectares since 2010 remained virtually unchanged, reflecting the acquisition of more powerful techniques involving the use of wide-cut machines, combined tools. Pricing equivalence between agribusiness and industry stabilized in recent years. During the period under review the price equivalence in relation to the main products has increased by more than a third (except wheat grain). The main source of agricultural enterprises tractor fleet updates in Samara region are enterprises own funds. They take from 35.3 to 76.1% of the investments total amount in fixed assets. State in Samara region uses the support kind as the reimbursement subsidizing for the purchase of equipment under sale and leasing agreements. This aid type is financed entirely from the regional budget and the amount allocated for this purpose ranged from 49.0 mln. (2010) to 492.2 million rubles (2013). With all the practical difficulties with the state support measures implementation aimed at stimulating the machines and tractors renovation, they are complex and allow to solve the problem.
