In the 1950s, N.S. Khrushchev, First Secretary of the Communist Party Central Committee, abandoned Stalinism and resolved to revive the USSR both economically and ideologically, turning it into the most powerful and prosperous country in the world. This paper examines the process of public education reform from the 1950s to 1988, which resulted in the creation of an egalitarian system of universal polytechnic and vocational education. The positive and negative consequences of the education reform in the USSR are analyzed. N.S. Khrushchev and his followers systematized haphazard school reforms in order to create an education system incorporating "best practices." The country's leadership built a policy of educating the younger generation in the spirit of "building communism." The 1988 reform was part of a process of stagnation in education.
