The problem of definition of structure of a subject of administrative law, despite more than semicentennial history, keeps the relevance and remains object of close attention in the theory of public administration and administrative science. In many respects as the reason for that approach remaining in the modern administrative and legal doctrine of \"scientific processing of the right\ designs and classifications
