Public administration: on the way of building an effective system

The central problem studied by the author is overcoming the ineffectiveness of public administration in the conditions of a radical change in the previous management model, the complication of modern society, the revision of the role of the state and the expansion of its capabilities to manage the country's development. The article analyzes the main results of the reform of public administration in the Russian Federation. The approaches used by Russian researchers to identify the stages of public administration reform are systematized, and their features are revealed. The main concepts substantiating the need for public administration reform are presented and the reasons for their spread in Russia and in the world are indicated. Based on the study of the evolution of changes, the key problems of the current stage of the reform are outlined, and measures aimed at overcoming them are formulated.
