Public procurement and electronic questionnaire: a supplier's view

Public procurements are purchases of inventory items, works and services by budgetary institutions and organizations, which are organized according to certain rules that help prevent fraud, abuse and corruption both on the part of the heads of budgetary institutions and organizations, and on the part of suppliers and contractors. To date, public procurement is the main means of control and expenditure of budgetary funds. The main legal acts governing public procurement in our country are Federal Law № 223-FZ of 18.07.2011 «On the Procurement of Goods, Works, Services by Certain Types of Legal Entities» and Federal Law № 44-FZ of 05.04.2013 «On contract system in the field of procurement of goods, works, services to meet state and municipal needs», which are constantly being amended and supplemented in order to improve the procedure for public procurement and increase the transparency of transactions. One of the latest innovations has been electronic activation. This article discusses the concept of «electronic activation», its role in public procurement, as well as the problems faced by the supplier in its use and methods for their elimination.
