Government procurement: challenges and solutions to the realities of the pandemic

The paper analyses the problems of procurement activities using budget funds and measures to solve them in the pandemic, and the subsequent period. Mechanisms for state regulation of procurement procedures during the implementation of sanitary and epidemiological measures aimed at protecting the population were considered. Timeliness of the solution: expanding the list of goods (works, services) for purchase from a single supplier, as a force majeure measure, gave rise to new corruption risks. An analysis of violations related to public procurement suggests that the existing system is generally cumbersome and not mobile. The way out: to standardize the legislation governing public procurement and to change the main indicator of procurement: the initial maximum price. This will serve as the basis for solving the problems of public procurement that exist and are identified by the pandemic.
